Service protests turn violent

This last week there were service protests in several towns in South Africa where anger at a lack of service delivery spilled over into violence and substantial damage to property. The most prominent of these was Jagersfontein, Piet Retief, Eldorado Park and Cullinan. NBU president Jaap Kelder has made the point that none of these towns have a functioning ratepayers association that is a member of the NBU. One newspaper report hinted at the fact that there might be some agents provocateur behind this unrest. In some cases, the point was made that the presence of a Ratepayers Association in a town could deflect violence because it gave dissatisfied residents a legitimate outlet for their anger.

An important court judgment

Recently the residents of Sannieshof brought an urgent interdict against their municipality to compel it to perform its duties with regard to services. This interdict was dismissed, but from the judgment it is clear that the dismissal is of a technical nature and the judge was relatively sympathetic to the residents of Sannieshof. There are valuable lessons that can be learned from this court judgment, and it is recommended that RAs read it very carefully. Colesberg

News from Colesberg is that the town has recently won a court interdict to force the municipality to provide pre-paid electricity.   The interdict and the court order makes interesting reading.  At the moment it cannot be loaded on the site, but I will send you a copy on request.
